Even if that were the CIA position (which as others have noted is not), someone can still be blackmailed by threat of revealing information to their SPOUSE (possible divorce, emotional and financial problems, etc.).
Let’s not forget he offered his resignation, he wasn’t “terminated” as a lower-level CIA person would have been.
Also, if what I read was correct he either gave, or she got access to from his inattention, at least one password that allowed access to secret material. That alone, even if no affair, would be reason enough (to terminate even, let alone merely accept his resignation).
I’m concerned that for all the leaks from government, somehow, magically, this one was kept off the radar/not reported until after the election…
